Calhoun County Committee on Aging Board Meets Nov. 28, 2011
On Monday, November 28, 2011, Roger Jarvis, President of the CCCOA Board, called the meeting to order at 4:30 PM. Following the welcome, Rev. Carroll McCauley led the group in prayer and the pledge of allegiance.
After review and discussion of the minutes of the previous Board meeting, Gainer moved to accept the Board Minutes from the October 24, 2011 meeting as presented; Lawaty seconded; motion carried unanimously.

Cash balance, credit card purchase, and expenditures for October 2011 were presented by Poling. Lawaty moved to approve reports as presented; Williams seconded; motion carried unanimously.
Planning Committee minutes from October 11th were approved by unanimous consent.
Operation Happy Thanksgiving: Poling informed the Board that due to the bounty supplied by the Salvation Army, the enthusiastic assistance of 56 volunteers from the community and Calhoun’s United Methodist Churches, CCCOA’s “Operation Happy Thanksgving” was a great success. In total, 272 Thanksgiving dinners were shared or delivered in the course of the day.
Veterans Banquet: The CCCOA staff served 90 individuals for the Veteran’s appreciation Banquet. .
Other Business discussed:
The board discussed personnel policies and issues, and reiterated the need and requirement for professional behavior of CCCOA employees at all times.

OPERATION: “HAPPY THANKSGIVING TO EVERYONE”

Everyone is invited to join in Thanksgiving spirit and join us for Thanksgiving Dinner at the Grantsville Center Dining Hall!
There are no economic or social criteria involved; the ONLY requirement is desiring to dine and share the Thanksgiving spirit with others in our community. Dinner will be served on Thanksgiving Day from 11:00am through 2:00pm at the Dining Hall of the Calhoun County Committee on Aging.
Also, for those desiring a Thanksgiving meal but unable to come to the Calhoun County Committee on Aging Dining Hall, meals will be delivered to homes throughout Calhoun County . Call 304-354-7017 to request meal delivery.
To make this a reality, volunteers will be needed to assist in the serving of food in the Dining Hall, and also to deliver the meals to those unable to attend. In past years, as many as 100 meals have been delivered! And of course, all volunteers will share in dining and enjoying a Thanksgiving meal together as well.
Anyone wishing to volunteer to make this Thanksgiving special to all those in our County whom would otherwise be alone or without a special meal this Thanksgiving (and to therefore make your own Thanksgiving particularly special by giving your time and talent) is gratefully invited to assist. On Monday, October 24th, 2011, Roger Jarvis, President of the CCCOA Board, called the meeting to order at 4:30 PM. Following the welcome, Rev. Carroll McCauley led the group in prayer and the pledge of allegiance.

Poling informed the Board that the Bureau of Senior Services has approved for PCP training through the AQuire Program, and CCCOA will be utilizing the program for PCP initial and supplemental training.
Grant Opportunities: A PACF grant writing workshop was attended by Poling. He stated that he is planning to investigate grant opportunities through the PACF, Sisters of St. Joseph and others.
Reports: Poling stated that the CCCOA has been preparing and submitting Annual Reports to the NWAAA. He also informed the Board that there will be an increase in Medicare fees which to be announced by the end of the month.
Other Business discussed:
The December Board meeting will be held on the 19th instead of the usual 4th Monday of the month. Gainer asked about Christmas bonuses for the employees. Poling informed the board that bonuses have been budgeted.

Jarvis informed the board that the depreciation scale has been added to the CCCOA Fiscal Year 2012 Budget
Poling notified the Board of receiving a Community Partnership Grant from the West Virginia Legislature for $21,000 (up from $13,000 last year), and discussed the addition of a deck on the back side of the Center facing River Street. Poling explained that the project will be in phases, beginning with the doors and deck from the Dining Hall.
Review of Aged and Disabled Waiver Homemaker Services: Poling informed the Board that during the review by State governing agencies, CCCOA received a perfect score with no deficiencies. Poling also stated the he was pleased to find that the CCCOA In-Home Services PA/HM worksheet was selected and circulated by the West Virginia Bureau of Senior Services as an example for other agencies in the State to follow. The Board commended the In-Home Services Department and requested Poling inform the Department of their praise.
Poling passed out the Conflict of Interest Questionnaire to be filled out by each Board Member.
Other Business discussed:
Poling requested permission for the sale of the 99 Chevy (14 passenger) Van. Wilson moved to allow the sale with a minimum bid of $2,500. Lawaty seconded the motion; motion carried unanimously. (Advertisement to be made in local media).

Lawaty moved to approve and adopt the CCCOA Budget FY 2012 as presented. Roberts seconded; motion carried unanimously.

The Calhoun County Committee on Aging held its 11th Annual Garden Show on Thursday, September 18, 2011.
Categories for participants ranged from Jellies and Jams to canned and fresh vegetables.
Judging the event was West Virginia Extension Agency’s Alley Snider.

During Special Order of Business, Board of Directors Training and Continuing Education was led by Northwestern Area Agency on Aging Director, Lynn Williams DiPasquale.

- Building Renovations are close to being complete and Poling extended a special thanks to the Grantsville Hardman’s Supply for cost discounts on materials and paint, substantially contributing to holding the total costs of all of CCCOA’s recent exterior improvements to approximately $460, including the addition of all exterior plants and planters and mulch, the repainting of all doors and railings, replacing four corroded light fixtures and repainting two others, adding a U.S. flag, flagpole and mount, and obtaining and installing lighting for the flag and landscaping;
- A “picnic” event with various food items and games will annually be held the day the 5th of July, with a 4th of July theme, beginning this coming July 5th;
- The need for salary incentives for Personal Care Providers (PCPs) to “fill-in” for PCPs during times of vacation or illness, with the suggestion that PCPs be paid a higher wage at $10.00 per hour for “fill-in” assignments, and asking for Board consent to that salary structure as well as the 5% across the board pay increase for all CCCOA employees as he had previously discussed with the Board, all to be effective July 1, 2011.
Under new business, the board approved the Cash balance and expenditures for May 2011 as presented by Poling. (Wilson/Lawaty)
The Board next unanimously approved the requested 5% pay increase agency-wide (McCauley/Roberts), and following discussion of the need to assure necessary fill-ins for PCPs during vacations, Wilson moved to approve the requested rate of $10 an hour for PCP Fill-Ins; Lawaty seconded; motion carried unanimously.

On Monday, May 23, 2011 Roger Jarvis, President of the CCCOA Board, called the meeting to order at 4:30 PM. Following the welcome, Rev. Carroll McCauley led the group in prayer and the pledge of allegiance.
After review and discussion of the minutes of the previous Board meeting, McCauley moved to accept the Board Minutes from the April 25, 2011 meeting as presented; Gainer seconded; motion carried unanimously.

Under new business, the board approved the Cash balance and expenditures for April 2011 as presented by Poling in a new format prepared by the NWAA auditor, Tom Clark. (Wilson/Butler)
Poling informed the Board of recent work on the Agency budget. After reviewing last year’s budget and expenditures, he outlined plans to cut spending on non-essential items to allow for a needed pay increase for all employees and to allow a margin for any emergency or unforeseen needs. After detailing the basis for the plans, Poling stated that he anticipates budgeting a 5% pay increase Agency-wide that he will present formally in the 2012 budget for approval in June 2011. Board members were pleased, stating that the increase has been needed for many years.

Under Other Business, Jarvis asked Poling if any necessary steps were being taken to plan for the Wood Festival. Poling stated that he had discussed the CCCOA bus route with Jim Sullivan and plans were made to ensure the safest and easiest maneuvering for drivers and passengers.

CCCOA Group Picnic
On May 17th, the Calhoun County Committee on Aging’s Minnora Site hosted a joint picnic for both Centers. Bus Driver Roy Pursley shuttled 23 individuals to Minnora for visiting, singing, and lunch.
The group was entertained by singers Larry Cottrell and Sharon Knotts . A few others joined in the singing including Bernice Arnold and Rose Rogers.
After many songs and foot tapping tunes, the large group numbering close to 40 people enjoyed a chicken dinner made by the CCCOA Kitchen Staff.
Winners of the door prizes were Freda Tuttle, Jessie Hickman, Jean Boggs, Roy Pursley, and Jean Miller.
Hearts and stomachs were full by the end of the afternoon of visiting. The bus loaded up for a journey back to Grantsville.
“The Minnora Center has a beautiful setting and is blessed with a warm and welcoming core group of people,” said Rick Poling, Executive Director. “We are proud of the West Fork Center, and appreciate the efforts of everyone who made this event a great success, especially Nutrition Site Coordinator Cindy Cottrell as well as Wendy Taylor and Cooks Ellen Shock and Anetia Wilson. We hope many more seniors and families in the West Fork area will discover and enjoy all our Minnora Site has to offer.”
The CCCOA Minnora Site is open Monday, Tuesday and Thursday from 9AM to 2PM with lunch served at 11:30 AM. The facility offers many activities, including a fitness area, cards, reading library, and bingo. All senior are encouraged to join in the fun. For more information, call 304-354-7017.

On Monday, April 25, 2011 Roger Jarvis, President of the CCCOA Board, called the meeting to order at 4:30 PM. Following the welcome, Rev. Carroll McCauley led the group in prayer and the pledge of allegiance.
After review and discussion of the minutes of the previous Board meeting, Williams moved to accept the Board Minutes from the March 28, 2011 meeting as presented; McCauley seconded; motion carried unanimously.

• A report of his participation in the three-day conference of the West Virginia Directors of Senior and Community Services in Beckley April 6th through 8th, and that West Virginia had won the National Council on Aging’s national award of state senior services organization of the year;
• A report of his attendance at the supervisors’ orientation in Parkersburg by the U.S. Department of Labor’s Senior Community Service Employment Program, and that CCCOA had been assigned a maintenance employee under funding from that Program.
Under new business, the board approved the March Income and Expenditures (Wilson/Gainer), and Planning Committee minutes from April were approved by unanimous consent.
Under Other Business, Poling informed the Board of his invitation to and resulting two-day visit from NWAA auditor, Tom Clark. Poling expressed how valuable Clark’s two days at the CCCOA had proved to be in reviewing the past several years of financial records, and in putting into place consolidated and more streamlined systems and procedures that Clark had designed and approved for use in the area’s senior organizations. Poling stated that CCCOA was fortunate to have the same person who reviews and determines compliance to agree to design at no charge the protocols that CCCOA would maintain and utilize, thereby assuring full CCCOA’s compliance with financial review standards. The Board stated their appreciation for Clark’s efforts as well as those of the CCCOA staff.

Prescription Drug "Take-Back" Day Event Completed on April 30th
A prescription drug 'Take Back' event happened on Saturday, April 30th from 10 a.m. to 2 p.m. at the Calhoun Committee on Aging's Grantsville Senior Center.
The Drug Enforcement Administration [DEA] sponsored the 'Take Back' program, along with the Calhoun County Sheriff's Department, and the Calhoun County Substance Abuse Coalition with the United in Prevention grant.
Residents dropped unused, unwanted, and expired medications into boxes provided by the DEA. As required by the DEA, it was an anonymous drop off. Those dropping off medication were asked to complete a short anonymous survey for the Calhoun County Substance Abuse Coalition.
Studies show that a majority of abused prescription drugs are obtained from family and friends, including from the home medicine cabinet. In addition, many Americans do not know how to properly dispose of their unused medicine, often flushing them down the toilet or throwing them away -- both potential safety and health hazards.
The Prescription Drug Take Back day provides a safe way for our community to dispose of the unwanted medicines they have in their homes," said DEA Washington Division Special Agent in Charge Ava A. Cooper-Davis. "It is an alarming statistic that nearly one in five teens has tried prescription medication to get high. Working together with all of our partners, this effort will help to eliminate a major source of abused prescription drugs, and reduce the hazard they pose to our families in a safe, legal, and environmentally sound way.

CCCOA Places New Bus Into Service
The Calhoun County Committee on Aging's application for a capital equipment request under West Virginia's Section 5310 Program has been approved, and a new bus, valued at $45,747.00, has been added to CCCOA's fleet. Under the program, CCCOA's share of the cost was $9,149.40. The new bus was placed into service on March 29th, and will accommodate eleven passengers comfortably.

New Windows in CCCOA's Grantsville Center
CCCOA is receiving requested funding from the West Virginia Legislature's Community Partnership Program for property improvements. The requested funds are being used for replacement windows in CCCOA's Grantsville Center and for improvements to the West Fork Center's parking lot. The window replacement project is underway and is expected to be completed by mid-April by Riverbend Builders of Wirt County, which is owned and operated by Calhoun native Lention Offutt. The new windows are made by Sprouse in New Martinsville, West Virginia, and feature Low-E energy efficient glass. A total of 21 windows will be replaced.

CCCOA Hosts Life Line Screening
The Calhoun County Committee on Aging hosted Life Line Screening on March 30, 2011. The mission of Life Line Screening is to make people aware of unrecognized or potential health problems and to encourage individuals to seek follow-up care with personal physicians.
Life Line is the leading provider of community-based preventive health screenings in the United States.
Providing the screening was a team of six professionals: Rebecca Acord, Team Manager; Tammy Feamster, Ultrasound Technician; Heather Richardson, Medical Technician; Amanda Day, Physician Assistant; and Stephanie Shrewsbery, Ultrasound Technician. The team of healthcare professionals utilized advanced ultrasound equipment to perform screening. Results will be reviewed by board-certified physicians to ensure the highest standards.
The CCCOA opened their doors to 61 individuals scheduled for screening, nearly exhausting Life Line’s daily appointment capacity of 69. Appointments began at 9 AM and continued through the day. CCCOA plans to host the service again next year.

Calhoun County Committee on Aging
Conducts Annual Training for Personal Care Providers
On March 26, 2011, the Calhoun County Committee on Aging In-Home Services hosted eight hours of mandatory training for the agency’s thirty-one Personal Care Providers. The program was directed by CCCOA’s Angie Yoak, RN and Opal Harris. The topics in discussion during the training session included: Abuse, Neglect, Fraud, Exploitation, OSHA Bloodborne Pathogens, Alzheimer Disease Behavioral Issues, First Aid, Emergency Preparedness, HIPPA Regulations, Confidentiality, and Family Care Giving.
Tracy Snodgrass, BSW/LSW from Minnie Hamilton Health System, attended as a guest speaker. Lunch was provided by CCCOA’s kitchen staff, Ellen Shock and Anetia Wilson. Executive Director Rick Poling addressed the group and thanked them for being the “caring hands” of the organization and for giving up their usual Saturday activities to learn more about their profession.

Calhoun County Committee on Aging Board Meets March 7th
On Monday, March 7, 2011 Roger Jarvis, acting President of the CCCOA Board, called the meeting to order at 4:30 PM. Jarvis welcomed Roberta Wilson and Patti Hicks as new members of the board. Following the welcome, Rev. Carroll McCauley led the group in prayer and the pledge of allegiance.
During the Executive Director Comments, Rick Poling discussed many items that occurred in February, including:
- Received a positive Personal Care Services Review/Report from West Virginia Bureau of Senior Services;
- Extensively analyzed with all department head and coordinators a First Quarter Service Comparison/Assessment, and implemented multiple actions to maximize CCCOA's funding;
- Planned and began publicizing several Upcoming Trip/Events;
- Acquired ownership and control of internet domain (cccoa-wv.org);
- Designed and launched a comprehensive website (www.cccoa-wv.org);
- Established agency-wide email for each employee utilizing the cccoa-wv.org domain;
- Established a telephone notification system for center closures or service disruptions:
- Formulated and implemented consent/waiver forms for fitness center;
- Acquired and reviewed liability policies and updated as needed;
- Reviewed and instituted changes in computer networking and services to reduce costs;
- Contracted for replacement windows for the Grantsville Center and for additional limestone for the Minnora and Grantsville Centers' parking lots (full reimbursement funding from the West Virginia Bureau of Senior Services will be utilized for those projects);
- Prepared and submitted an application for Wal-Mart Foundation/MOWAA (Meals On Wheels Association of America) Grant of $20,000.00;
- Converted all Accounts Payable to check payment with no auto-drafting;
- Evaluated all transportation services and options for updating and improving those services;
- Conducted a comprehensive agency-wide review with all departments, and determined additional funding could be obtained by adjusting and expanding agency reporting of services provided, and accordingly implemented changes.
Poling also expressed CCCOA's appreciation to Minnie Hamilton Health System's Board of Directors for their generosity in agreeing to provide $2,000.00 of "outside" matching funds required by the Wal-mart Foundation/MOWAA Grant application. He further expressed his appreciation to CCCOA's staff for all of their extraordinary efforts and teamwork in conducting multiple comprehensive reviews and in successfully expanding the scope of CCCOA's services and reporting.
Following the Executive Director's comments, the board approved Minutes/Report from the December 15, 2010 meeting (Williams/McCauley) and the Minutes of January 15, 2011 meeting (McCauley/Williams).
Under old business, Poling discussed the purchase of a new bus with members, and that CCCOA could obtain a new bus by paying only a twenty-percent match of its total price. McCauley moved to pursue the purchase of a new bus for the amount of $9,149.40 and to look into and authorize the sale of two older buses. Gainer seconded the motion. Motion carried unanimously.
The board then approved the January Income and Expenditures. (McCauley/Roberts). Poling described and expressed appreciation for the many hours of work by Brenda Sisson, Maricia Mlynek and Crissy Johnson of CCCOA's office staff and Board member Edward Lawaty, CPA, to remedy gaps in the financial records and software from 2005 to the present and to accomplish full reconciliation of all records and accounts with the software. The Planning Committee's minutes from February were approved by unanimous consent.
Williams discussed the use of the Fitness Center and a possible donation scale for non-Senior users of $1.00 per visit or $10.00 monthly, and without objection, that scale was adopted. Roberts asked about the Ice Machine maintenance; Poling informed the members of the purchase of new filters for the water line supply to the machine. Poling also discussed some future plans of rearranging the senior internet area and library, and updating and consolidating the center's frozen food storage. He also stated that the agency will investigate and pursue grant funding for a Cardiac Auto Defibrillators, which he felt were needed in both centers.
Board Members present were: Barbara Roberts, Dottie Williams, Carroll McCauley, Roger Jarvis, Pam Gainer, Launa Butler, Patti Hicks, and Roberta Wilson. Edward Lawaty was absent. Others in attendance were: Rick Poling, Maricia Mlynek, and Donald Kelley.
CCCOA Launches "Service Survey"
CCCOA has launched a 2011 "Services Survey" designed to obtain assessments and suggestions from patrons of both centers regarding the services and programs offered by CCCOA. The four-page survey seeks reviews and suggestions regarding Activities, Nutrition Programs, Transportation, CCCOA Newsletters, and CCCOA Fundraisers. The surveys may be obtained and returned anonymously at either center. CCCOA wishes to thank in advance all survey participants for their consideration and interest in improving our services and programs.
CCCOA Launches Telephone Notification Service
CCCOA has launched a new internet-based telephone notification service to notify CCCOA employees, clients, and subscribers of service or program disruptions due to inclement weather, and to provide announcements of special programs, schedule changes, or items of interest. Each subscriber's telephone number will be called until the telephone is answered or the call is received by the subscriber's answering machine or messaging service. Employees are automatically subscribed; anyone wishing to be added to the notification lists may be easily added by contacting CCCOA Administrative Assistant Maricia Mlynek at mmlynek@cccoa-wv.org or at 304.354.7017 (please specify whether you wish to be added to the "earliest notification" or the "after 9:00am" telephone list).
CCCOA Launches Website and Company-Wide eMail
CCCOA has launched a new internet website and company-wide email utilizing CCCOA's internet domain, www.cccoa-wv.org. The website will feature daily announcements and emergency or service-disruption information on its homepage for quick reference, and will feature daily up-dates and additions of information and media regarding CCCOA's programs and services, menus, news events, newsletter items, current and archive columns and articles, upcoming trips, photos of seniors and events, and more. Questions or suggestions regarding the website are welcome at webmaster@cccoa-wv.org.
CCCOA Receives Perfect Scores
The Calhoun County Committee on Aging has recently received shining reviews in two of their departments.
On January 6, the Food Establishment Inspection Report for the CCCOA Nutrition Site, including kitchen and dining facilities, reported ZERO violations and scored 100%. This is a routine periodic Food Inspection performed by the Mid-Ohio Valley Health Department. The Nutrition Site is coordinated by Cindy Cottrell and operated by Ellen Shock (whom was on injury leave at the time of the evaluation), Anetia Wilson and Margaret Kirby. Also a valuable part of this team is Jim Hardman, a faithful volunteer.
The other department to receive a perfect evaluation was the In-Home Services supervised by Angela Yoak, RN, and Opal Harris, In-Home Services Coordinator. On January 20, the Personal Care services and records were extensively reviewed and evaluated, and resulted in a comprehensive 76 page report from the Bureau of Senior Services in which NO deficiencies were found. The evaluation was performed by Kim Humphrey, RN, from the West Virginia Bureau of Senior Services in Charleston. Ms. Humphrey routinely reviews the In-Home Services programs of all counties in West Virginia, and was highly complimentary of Calhoun's program, adding that this was the first perfect score she has given in four years.
"We are extremely proud of the services provided at CCCOA and the work ethic and quality of our personnel," said Rick Poling, CCCOA Executive Director. "Everyone here takes great pride in their work and reflects a desire to provide the best possible services to our seniors and our community."
The CCCOA center in Grantsville and the satellite center in Minnora welcome and provide a variety of services to seniors (defined as persons sixty years of age and older) free of charge, and also to non-seniors for a small requested donation; anyone interested in utilizing the services or finding out more is invited to visit.
